Durbin and Kirk Name Screening Committee for Next US Attorney for the Northern District of Illinois and Announce Application Process

[CHICAGO, IL] – U.S. Senator Dick Durbin (D-IL) and U.S. Senator Mark Kirk (R-IL) today announced the members of their six person screening committee that will aid them in the search for the next US Attorney for the Northern District of Illinois.

The committee will be co-chaired by the Honorable David Coar, former U.S. District Court Judge for the Northern District of Illinois and the Honorable Mark Filip, former Deputy Attorney General in the United States Department of Justice. The other members of the Committee are Zaldwaynaka (“Z”) Scott, an attorney and former criminal prosecutor in the US Attorney’s Office for the Northern District; Christina Egan, also an attorney and former prosecutor in the US Attorney’s Office for the Northern District; Terence MacCarthy, the former Executive Director of the Federal Defender Program for the Northern District of Illinois; and Lawrence Oliver II, Chief Counsel at the Boeing Company and a former prosecutor in the US Attorney’s Office for the Northern District of Illinois. Biographies of each member of the screening committee can be found below.

Durbin and Kirk each selected three members of the committee, including one co-chair.

“The committee combines a wealth of legal experience – from federal prosecutors to District Court judges, corporate litigators to criminal defense attorneys,” Senator Durbin said. “It is a balanced, impressive group of legal experts who understand the rigors of the job of US Attorney and will help recommend the best applicants for the position. Senator Kirk and I are committed to conducting an open, transparent and nonpartisan search to nominate the next U.S. Attorney for the Northern District of Illinois, and today’s announcement is the next step in that process. I thank Patrick Fitzgerald for his years of service, Senator Kirk for working with me on this process and the members of the screening committee for their willingness to serve.”

"Illinois is grateful to Patrick Fitzgerald for his record of accomplishments," said Senator Kirk. "My goal is for the new U.S. Attorney for the Northern District of Illinois to follow his lead, and I am proud that Senator Durbin and I have teamed up to put together a distinguished panel of nonpartisan reviewers to make sure we send the best candidates to the President for nomination. This panel, put together with the assistance of my judicial screening committee chairman Peter Baugher, contains some of the top legal minds in the country. I appreciate their service and look forward to working with them."

Application Instructions:

Applications for the position of US Attorney for the Northern District of Illinois will be made available on Senator Durbin’s and Senator Kirk’s websites beginning Monday, July 23, 2012. Applicants have until Friday, August 31, 2012 to submit their applications for consideration.

The Screening, Recommendation and Nomination Process:

The screening committee will conduct an open application process and will screen applicants with the goal of recommending candidates of top quality and integrity to Senators Durbin and Kirk.

The Senators will then review the screening committee’s recommendations, conduct interviews of finalists and – in consultation with one another – agree on a list of names to provide to the White House.

Once the President submits a nomination to the U.S. Senate, the nominee will be reviewed by the Senate Judiciary Committee, of which Senator Durbin is a member, and will receive a vote in the committee.  The approval of both home state Senators is required for the Senate Judiciary Committee to take up and consider any U.S. Attorney nominee.  If a nomination is approved by the Judiciary Committee, the nomination will be sent to the full Senate for consideration.

On average, it takes between two and four months to confirm a U.S. Attorney once that nomination is sent to the Senate.

Until a new U.S. Attorney is confirmed by the Senate, Gary Shapiro will serve as Acting U.S. Attorney for the Northern District of Illinois.
