Illinois Congressional Delegation Urges FEMA to Support State's Request For Preliminary Flood Damage Assessment

WASHINGTON – The entire Illinois Congressional Delegation sent a letter to Federal Emergency Management Agency (FEMA) Acting Administrator Peter Gaynor supporting Illinois Governor JB Pritzker’s request for an extension in conducting its Preliminary Damage Assessment from flooding events between February and July.  A flood of this duration had not been seen in Illinois since the Great Mississippi Flood of 1927, and at least 35 percent of the State’s counties were affected and declared a disaster by Governor Pritzker this year.  Farmers in Illinois have experienced serious delays with completing the planting of their crops. 

“Given the duration of the flood and the damage it has inflicted upon homes and businesses, it is of the utmost importance that the State of Illinois submits an accurate Preliminary Damage Assessment from county-compiled information,” the members wrote in a letter to Acting Administrator Gaynor.  “However, certain areas in the State still have standing water and closed roads, and are currently unable to determine the damage caused until the floodwater dissipates.  Further, given the extent of the flood, not all of the affected counties have the resources, knowledge, or dedicated staff to assess the damage within the allotted timeframe.”

The letter was signed by the entire Illinois Congressional Delegation: U.S. Senators Dick Durbin (D-IL) and Tammy Duckworth (D-IL), and U.S. Representatives Bobby Rush (D-IL-01), Robin Kelly (D-IL-02), Dan Lipinski (D-IL-03), Chuy Garcia (D-IL-04), Mike Quigley (D-IL-05), Sean Casten (D-IL-06), Danny Davis (D-IL-07), Raja Krishnamoorthi (D-IL-08), Jan Schakowsky (D-IL-09), Brad Schneider (D-IL-10), Bill Foster (D-IL-11), Mike Bost (R-IL-12), Rodney Davis (R-IL-13), Lauren Underwood (D-IL-14), John Shimkus (R-IL-15), Adam Kinzinger (R-IL-16), Cheri Bustos (D-IL-17), and Darin LaHood (R-IL-18).

Dear Acting Administrator Gaynor:

We are writing in support of Governor JB Pritzker’s request for an extension from the Federal Emergency Management Agency (FEMA) in conducting its Preliminary Damage Assessment.

As you may know, the flooding event in Illinois lasted from February 24 to July 3, 2019.  A flood of this duration had not been seen in Illinois since the Great Mississippi Flood of 1927, and at least 35 percent of the State’s counties were affected and declared a disaster by Governor JB Pritzker this year.

Given the duration of the flood and the damage it has inflicted upon homes and businesses, it is of the utmost importance that the State of Illinois submits an accurate Preliminary Damage Assessment from county-compiled information.  However, certain areas in the State still have standing water and closed roads, and are currently unable to determine the damage caused until the floodwater dissipates.  Further, given the extent of the flood, not all of the affected counties have the resources, knowledge, or dedicated staff to assess the damage within the allotted timeframe.

Governor Pritzker has determined that this incident is of a magnitude that it requires an extension to conclude its Preliminary Damage Assessment, so that the State may accurately assess and report incurred damages.  We respectfully request that FEMA grants the extension request for this purpose, to ensure the people of Illinois have the opportunity to report all damages endured to their homes, businesses, and communities.
